2.The National Capital Region Planning Board (NCRPB) has decided to include two more districts–BhiWani and Mahendergarh—in the NCR. With the inclusion of  Bhiwani and Mahendergarh, almost half  of  the state’s geographical area, 45.47 per cent to be exact,  now falls in the NCR. Haryana not only contributes the  maximum area (20,105 sq kms) and the largest number of  districts (11) to the region, but also accounts for the maximum number of  NCRPB projects (181),  including those of  the ongoing variety.

3.Haryana wedded to SC/BC welfare

A number of  measures have been taken and schemes launched by the Haryana Government for the welfare of  the Scheduled Castes and other deprived sections of  the society.

(a)PAY scheme (PriyadarShini aWaaS yojana):

Recently, the Haryana Government Launched the Priyadarshini Awaas Yojana (PAY),a demand-based 100 per cent state-funded scheme,which aims at providing pucca houses to two lakh poor families, living in  rural areas.

Under the PAY scheme, all selected beneficiaries will be provided financial grant of Rs 90,100 (Rs 81,000 for house and Rs 9,100 for construction of  sanitary latrine). Total amount will be given in three installments—Rs 25,000 (in advance along with sanction letter), Rs 35,000 (after construction of house up to lintel level) and Rs 21,000 (on putting doors and windows in house).  The Haryana Government has recently given approval to a pilot  project under which four cities of   the state would be developed as slum-free cities under the Rajiv Awaas Yojana (RAY). The cities which would be covered under the project include Sirsa, Ambala, Rohtak and Yamunanagar.

(b)Mahatma Gandhi Garmin Basti Yojana:

More than 3.82 lakh Scheduled Caste, Backward Classes ‘A’ and Below Poverty Line Families in Haryana have been allotted plots, measuring 100 square yards each,by the Haryana Government, led by the Chief  Minister, Mr Bhupinder Singh Hooda, without  having to pay for it.

(c)Indira  Gandhi Priyadarshini Viwah Shagun Yojana: In order to honour the girl child and to prove that she is not a burden on her parents, the Haryana Government Offers them certain benefits. Sensitive to the social needs of the disadvantaged groups belonging to BPL category, a grant of  Rs 15,000 to Scheduled Caste persons and widows of  all sections of  society and Rs 5,100 to the persons of  other sections of  society is given for the marriage of  their daughters under Indira Gandhi Priyadarshni Vivah Shagun Yojana. This grant has been enhanced to Rs 31,000 and Rs 11,000, respectively, since January 26, 2010.  A widow who wants to remarry is also eligible for the assistance.

(d)Inter-caste marriage in Haryana: The state government is trying to promote inter-caste marriages in the state. It has initiated a move to give financial incentives to young couples going in for inter-caste marriage. Under the scheme,a couple opting for inter-caste marriage is given Rs 50,000 By the state government. The beneficiary of  the Inter-caste Marriage Scheme should be a resident of Haryana and either the girl or the boy should be a Scheduled Caste. They have to fill the application Form within a year of their marriage to get benefit under the scheme. As many as 1,024 couples benefited from this scheme between 2005 to May 2013.

(e)Indira Gandhi Pey Jal Yojana:

In an effort to improve drinking water facility, the Indira Gandhi Pey Jal Yojana was launched in 2008-09.Under the Yojana, a water tank of 200-litre capacity with free water connection is given to the families  of  the deprived sections.

(f)Mahatma Gandhi National Rural Employment Guarantee scheme:

The Mahatma Gandhi National Rural Employment Guarantee Scheme was started in Haryana in 2008. It aims at enhancing the livelihood security of people in rural areas by guaranteeing hundred days of  wage-employment in a financial year to a rural household whose adult members volunteer to do unskilled manual work.A wage of Rs 214 is given to a person for one day employment.

In India, the Juvenile Justice Act makes no distinction on the nature of crime for those under 18 and allows for a maximum of three-year term in a reform home.

Many countries do not make the distinction between adult and juvenile absolute. They adjust it to the nature and seriousness of the crime. Do you think that there is an urgent need in India too?

2.The Union government is weighing various options, including shutting petrol pumps at night, to reduce fuel demand as it looks at ways to cut the massive oil import bill. Do you think the proposal by oil minister M Veerappa Moily to shut petrol pumps at night is a viable option or it will lead to other problems?
